There are two options: Make available online and Publish, If you publish then you can't have any AI or vehicles or anything like that. However if you choose Make available online but just not publish then you can setup a private match (non-ranked) and mess around with AI and everything else with friends so long as the map has at least one of the game modes validated on it.
