NFS MW 2012 is a mess on PC in general. Vsync is enforced with no way to turn it off from the menu. You need to tweak an ini file for that. Vsync is double buffered, so if there is a hitch or for a millisecond your fps drops under 60, it will fluctuate hard between 30 and 60 fps, which is extremely jarring. Only AA option in the game is SSAA
